Can the Cold War Game End: Development and Variables of US-Russian Relations?

Abstract: The development of US-Russian relations from 1991 to the present shows that the US-Russian relations often fall in a fatalism-like circle. The important issues that affect US-Russian relations are divided into four categories: the interaction between the US and Russia in the strategic military field, the form of the security structure in the Eurasian continent, the US-Russia game on regional security issues, and the US attitudes and policies on Russia’s internal affairs and major geographical interests. Although Trump has demonstrated the political will to improve US-Russian relations, the awareness of the US domestic political elite, investigation on the Russian cyber-attack during the US presidential election, and the US policy adjustment over the above four categories of issues will hamper the intensity and extent of improvement in their bilateral relations.
